I am located in Ottawa, Canada, where I am primarily occupied as the father of three young girls. I am a social science researcher, software developer/architect, and psychometrician. I have worked as an analyst or content developer on over 15 large scale assessments on several continents through my work with Statistics Canada, the World Bank, and others. I am the architect and co-developer of the Composite Learning Index, produced by the Canadian Council on Learning, as well as the European Lifelong Learning Indicators project, produced by the Bertelsmann Stiftung. These two projects combine a variety of data sources to monitor the state of lifelong learning at a community level. I created an online assessment platform for the Canadian Council on Learning based on an open-source paradigm.
I specialize in the development and implementation of machine learning algorithms (C#) in the context of social and psychological measurement. In my ridiculously sparse spare time, I enjoy drawing, painting, reading and watching children grow older.
